Foundation Specialists [FS] Started Road Construction in the Philippines in 1977 with the relocation of roads from Lumban to Paete (Laguna} and from Lumban to Caliraya (Cavinti, Laguna) to free the area for the construction of the Underground Kalayaan Pump Storage Hydropower Plant, with the Reversible Pump= Turbines installed in a Shaft excavated 70 meters deep below Laguna de Bay, the Upper and Lower Canals, the Weir (Dam), the Penstock the reclamation of the area for the Switchyard, and the Dock Wharf for supply barges. From 1980 onward, FS was the subcontractor of CDCP for the Construction of Radial Road 10 in Manila. The Project was assisted by JBIC (Japan Bank or International Cooperation). The Project was followed by the construction of C-4 road, with FS already in JV with CDCP. When, after the EDSA Revolution, CDCP was Nationalized, FS remained as the sole contractor for C-4, and eventually FS took over the contracts for the completion of C-3 and C-2. In 1987 FS Took over from SODECO the Contract for the Kalibo Aklan Road and Bridges, (3rd ADB). in 1989 FS was awarded the Dapitan Manukan Highway (94Km), including the 1 Km Polo Bridge in Zamboanga del Norte. In 1992 FS constructed the 6Km access road to the Anda Bridge (Bolinao, Pangasinan). From 1993 to 1995 FS was the General Contractor for the EDSA-BONI-PIONEER Road Tween Tunnel and Road Interchange, which included the upgrading of Pinatubo Str. Madison Avenue, the four Service Roads, and the Drainage & Flood Control System of the entire area. In 2007 FS was awarded the Construction of bridges and approaches of SLEX, (South Luzon Expressway). KALIBO - AKLAN HIGHWAY (Panay Island) ADB Assisted Project Part of 3rd ADB Roads Program.
FS Took over the Project from SODECO road Contractor which had encountered problems and incurred excessive delays. Foundation Specialists. Inc. Mobilized by landing barges from Manila and set up the main Camp in Caticlan near the Seashore. The Contract consisted of Road Construction, with 30 Bridges and Box Culverts, Installation of ARMCO Pites for Drainage and Flood Control, River Training by Gabions, Slope Protection by Rip-Rap .
FS Road Construction also involve the Approach Roads to the many Bridges built by FS as General Contractor and as JV Contractor, Road Construction was also done by FSfor the Land Development in Florida Blanca, for Pinatubo Victims Resettlement , at Cebu Containership area Development, For the Extension of MIA Runway and Taxiway, National Steel Corporation Expansion Plan and Port Facilities, Asia World Land Development.
DAPITAN MANUKAN HIGHWAY, AND THE 1 Km POLO BRIDGE IN ZAMBOANGA DEL NORTE ) ADB ASSISTED AS PART OF THE 4th ADB ROAD PROJECT), WAS AWARDED TO THE JV OF Foundation Specialists, Inc. AND Foreign Partner in 1989, but eventually the Foreign Partner went into Receivership and FS became the Sole Contractor For the Project. of the 94 Km Highway, 10 Kms were inside towns and approaches to towns and the paving was in concrete, for all the rest the paving was in Asphalt. The design of the highway was done during the early 1960s'at the time when, due to persistent El Nino, Mindanao climate was extremely dry, eventually during the implementation of the Project the Mindanao weather changed drastically with heavy rains. With the heavy rain came Floods and the Drainages of the Highway had to be doubled in number to keep the highway dry and avoid damage to the pavement due to persistent slow draining floods. the Foundation Specialists project was cited by DPWH for the very high quality of the asphalt pavement.
